摘要:

在醫(yī)療衛(wèi)生領(lǐng)域,衛(wèi)生職稱評(píng)審對(duì)促進(jìn)衛(wèi)生專業(yè)技術(shù)人才發(fā)展發(fā)揮著積極的引領(lǐng)和激勵(lì)作用。職稱評(píng)審政策的制定及評(píng)審制度的改革,影響面廣、復(fù)雜且敏感,始終受到廣泛關(guān)注。1993年至今,福建省經(jīng)過早期探索,不斷調(diào)整完善衛(wèi)生職稱評(píng)審政策,明確衛(wèi)生專業(yè)技術(shù)人員晉升機(jī)制,逐步建立起較為完整的職稱評(píng)價(jià)體系(涵蓋五大類別:醫(yī)、藥、護(hù)、技、管,兩種通道:全省系列與基層系列),并于2022年正式進(jìn)入以臨床工作量及業(yè)績(jī)成果進(jìn)行科學(xué)評(píng)價(jià)的深化改革階段。新時(shí)期的改革進(jìn)程持續(xù)面臨新情況、新問題,應(yīng)當(dāng)以系統(tǒng)性思維妥善應(yīng)對(duì),重點(diǎn)是在理念上把握改革的基本原則與關(guān)鍵要素,在改革方向上立足現(xiàn)有基礎(chǔ)和優(yōu)勢(shì),在政策執(zhí)行上加快指標(biāo)細(xì)化及應(yīng)用,從而全面推進(jìn)改革落地見效。

Abstract:

The evaluation of health professional titles plays a positive role in the development of health professionals and technical talents. The formulation of the evaluation policy and the reform of the evaluation system is complex, sensitive and have a wide range of impact, thus extensive attention has been drawn. Since 1993, on the basis of initial exploration, Fujian Province has adjusted and improved the senior health title evaluation policy, clarified the promotion mechanism of health technical personnel, and gradually established a relatively integrated evaluation system covering five categories, namely medicine, pharmacy, nursing, technic, and management, and two channels, namely the provincial-tier and the basic-tier. In 2022, Fujian has entered the deepening reform stage of scientific evaluation based on clinical workload and performance results in due form. The reform process in the new era continues to face new situations and challenges, and should be properly addressed with systematic approach. It is critical to focus on the basic principles and key elements of reform in the concept, base on the established foundation and advantages in the direction of reform, and accelerate the refinement and application of evaluation indicators in the policy implementation, so as to comprehensively reinforce the implementation and efficacy of reform.
